Support entrepreneurship through technical assistance.
Small businesses are the backbone of local economies. They’re driving innovation, creating jobs, and fueling community growth. Yet, many entrepreneurs face barriers to accessing capital due to limited financial capacity or legal readiness. To address these challenges, two new Requests for Proposals (RFPs) have been released under the Missouri Technical Assistance State Small Business Credit Initiative (SSBCI 2.0) Technical Assistance Program.
These RFPs aim to identify qualified partners who can deliver specialized accounting and legal technical assistance to small businesses across the state through the Show-Me Network.
Accounting-Focused Technical Assistance RFP
This RFP seeks a qualified organization or firm to provide accounting-focused technical assistance that helps small businesses enhance their financial management practices and readiness for capital.
Key responsibilities include:
- Designing and delivering group training on bookkeeping, financial reporting, and tax readiness.
- Providing one-on-one guidance on accounting system setup, budgeting, cash flow analysis, and financial statement development.
- Offering customized technical assistance to help businesses improve their financial systems and reporting capacity.
- Tracking and reporting outcomes in compliance with SSBCI 2.0 and U.S. Treasury requirements.
This opportunity is ideal for CPA firms, accounting consultants, nonprofit service providers, or financial training organizations with a strong track record of supporting small business growth.
Legal-Focused Technical Assistance RFP
The second RFP seeks a qualified contractor to deliver legal-focused technical assistance that reduces legal barriers and improves small business readiness to access capital.
Key responsibilities include:
- Developing and delivering group training sessions on business structures, entity formation, contracts, and regulatory compliance.
- Offering one-on-one legal guidance on business formation, contract drafting and review, corporate governance, and licensing.
- Supporting businesses through legal readiness assessments and the preparation of essential documentation.
- Tracking and reporting outcomes consistent with SSBCI 2.0 and U.S. Treasury requirements.
This RFP is designed for law firms, legal aid organizations, and business law specialists committed to strengthening the legal foundations of small enterprises.

The deadline for RFP response is 3:00 pm on November 25, 2025. Decisions on Accounting and Legal Technical Assistance Providers will be made in December 2025.
